Ali 'Imran 3:74
يَخۡتَصُّ بِرَحۡمَتِهِۦ مَن يَشَآءُۗ وَٱللَّهُ ذُو ٱلۡفَضۡلِ ٱلۡعَظِيمِ
He chooses whoever He wills to receive His mercy. And Allah is the Lord of infinite bounty.
