أُوْلَـٰٓئِكَ هُمُ ٱلۡكَفَرَةُ ٱلۡفَجَرَةُ

those are the disbelievers, the ˹wicked˺ sinners.

Those described above in that state will be the ones who combined disbelief and transgression.
