At-Takwir 81:29
وَمَا تَشَآءُونَ إِلَّآ أَن يَشَآءَ ٱللَّهُ رَبُّ ٱلۡعَٰلَمِينَ
But you cannot will ˹to do so˺, except by the Will of Allah, the Lord of all worlds.
